Apple Takes €500M EU App Store Fine to Court, Citing Overreach

Apple is fighting back against the European Union’s €500 million fine, filing an appeal with the EU’s General Court. The iPhone maker contends that the European Commission’s ruling on its App Store practices represents an “unprecedented” overreach of legal authority, intensifying the ongoing regulatory battle.
The substantial penalty was imposed in April after the Commission concluded that Apple had violated the Digital Markets Act. The specific transgression cited was Apple’s alleged hindrance of app developers’ ability to direct users to more economical transactions outside of the App Store.
While Apple had previously made adjustments to its App Store rules to conform with the EU’s order and avoid further financial penalties, the company now criticizes Brussels for compelling it to adopt “confusing” business terms. Apple’s appeal asserts that the Commission is unduly interfering with its business operations and imposing conditions that are detrimental to its ecosystem.
A key point of contention in Apple’s appeal is the EU’s interpretation of “steering.” Apple argues that the Commission has broadened this definition beyond its original intent, now encompassing in-app promotions in addition to external links, making compliance more challenging for developers.
